| Abstract:Through an in-depth analysis of the operational control plan for the gas-steam combined cycle captive power plant at a newly constructed paper mill in Malaysia prior to its isolated grid operation, and by comprehensively considering the configuration and technical characteristics of all generating units within the plant, a coordinated control scheme was developed to address frequency control challenges during isolated grid operation. This scheme combined primary frequency regulation with secondary frequency regulation, leveraging the rapid response capability of gas turbines to achieve frequency stability, while incorporating electrical low-frequency, low-voltage load reduction devices as a backup safeguard. The aim was to ensure effective stabilization control measures during the plant’s initial commissioning phase, guaranteeing continuous and reliable power supply and thereby laying a solid foundation for subsequent full-scale operation. |
