Abstract:The 15th Five-Year Plan period is a critical stage for the transformation of the development model of China’s paper industry. It is urgent to shift from scale expansion to innovation and resilience-driven development and accelerate the modernization of the industrial chain. This paper systematically analyzed three major practical challenges faced by the modernization of the paper industry’s industrial chain and constructed a strategic framework covering four core pathways. These included building industrial chain control through whole-chain integration, promoting the upgrading of the value chain through the high-end transformation of the product structure, facilitating industrial transformation through the synergistic coupling of green and intelligent development, and strengthening the synergy between technological innovation and industrial innovation to stimulate endogenous momentum. Furthermore, it proposed three implementation guarantee systems: strengthening ecosystem construction led by chain-leading enterprises, improving policy coordination and the market system, and deepening high-level opening-up and cooperation. The study concluded that promoting the modernization of the paper industry chain essentially involved systematically enhancing the autonomy, coordination, innovation, and sustainability of the industrial chain. The key lied in continuously promoting the deep integration of the innovation chain, industrial chain, capital chain, and talent chain. By effectively strengthening control over key links, stimulating innovation vitality, and deepening digital-intelligent and green transformation, a modern paper industry system that was independently controllable, secure and efficient, resilient, and sustainable could ultimately be established, providing solid support for the construction of a manufacturing powerhouse.
