Abstract:This study systematically collects environmental policy documents issued by the government for the paper industry from 1990 to 2023. By applying bibliometric and content analysis methods, we quantitatively analyze the changes in environmental policies for China's paper industry across different periods, aiming to uncover trends in policy evolution and development. The findings indicate: (1) From 1990 to 2023, the number of regulatory and guidance policies in the paper industry has increased across all periods, reflecting the government's growing focus on the sector's environmental impact and its promotion of technological advancement. (2) There is a trend toward diversification of policy issuers, indicating an increasing role of interdepartmental collaboration in policy formulation. (3) Policy content has evolved from raising environmental awareness and encouraging technological improvements to enforcing stringent environmental standards and regulations, and ultimately advancing towards green, low-carbon, and circular economy goals. This progression illustrates a shift from isolated pollution control to a comprehensive sustainable development pathway. |
