| 摘要:针对我国造纸企业遭遇日益频繁的国际贸易摩擦问题,在更完整的时域和视域下深入研究各种相关因素的作用机理,提出系统化的应对措施。首先构建国际贸易摩擦的动因-状态-影响-响应（DSIR）机理模型作为研究框架。然后,根据DSIR模型依次对我国造纸及纸制品业所涉及的反倾销、反补贴和保障措施等进行历史事件和当前动向的状态(S)分析、动因(D)分析、未来状态(S)的趋势预测、影响(I)效应分析。最后综合以上结果,研究我国造纸业应对国际贸易摩擦的响应(R)措施,形成企业、行业和政府多层面的一体化防护体系。 |
| Abstract:The interaction mechanism of various factors about more and more international trade frictions in recent years with regard to Chinese paper mills was researched systematically in a more-complete domain in time and view. Firstly, driver-state-impact-response (DSIR) mechanism model about international trade frictions was esteblishes as a research framework for the paper. Then according to the DSIR model, the state (S) of old and new events, driving (D) factors, future state (S) and impact (I) effect about anti-dumping, anti-subsidy and safeguard measures to Chinese paper industry were studied respectively. Finally, response (R) measures for Chinese paper industry against international trade frictions were proposed on the basis of the study results, forming an integrated protection system covering the levels of enterprise, industry and government. |
